School officials consider plan to expand campuses

A possible bond proposal in 2010 could finance improvements to at least three campuses in the Brownsboro Independent School District, Superintendent Elton Caldwell said.

"The board will take a long look at all that. Some of the campuses were built in the 1950s and 60s and have been added onto several times. This would be a 12- to 18- month process, if it were to (end) in a bond proposal."

Trustees met on Sept. 23 with consultant Dr. Arnold Oates of Texas School Planning Inc. in a "training session, " Caldwell said. TSPI, according to its Web site, offers a five-step system in master planning for school districts: assessments, master plan-development, marketing, construction plan, and evaluation.

"It was just an information session. It's a long process, and there will be several options, I suspect."

Oates said trustees discussed "a planning process that considers a 20-year vision and a 10-year, long range facilities plan. The Board of Trustees will decide on Oct. 12 at their regular board meeting if they want to engage in such a planning process. The planning process will involve the community members, staff, teachers, and Board of Trustees over a 9- to 12-month period. "

Caldwell declined to elaborate on how much money the district would need to finance capital improvements and on which campuses would benefit from the project. However, he said Chandler Elementary School, Brownsboro Elementary School, and Brownsboro Junior High School need the most work.

"The junior high is scattered all over creation, Brownsboro Elementary's cafeteria, kitchen, and library are too small, and the loading and unloading area at Chandler Elementary is not a good situation. The parking area is nonexistent almost, and the traffic creates real problems for the city and us.

"Also, its administrative area is outdated. Those are just some of the glaring things."

Brownsboro Junior High Principal Yolanda Larkin echoed Caldwell's assessment."I agree with Mr. Caldwell that our campus is too scattered, and I would like to have classes more centralized."

Chandler Elementary Principal Sonya McCoy and Brownsboro Elementary Principal Brian Ralson said they also agreed with Caldwell and that they "look forward to the planning process. "

Four-hundred students attend each elementary school, and 850 attend the high school, Caldwell said. Brownsboro High, built about 20 years ago, has a capacity of 900 students.

"We've grown in the last 20 years by 55 to 60 percent, " he said.

"We're averaging 3 percent (growth) a year, basically. If it grows another 60 percent, we're looking at over 4,000 students."

A bond election would be set no earlier than November 2010, Caldwell said.
