CHANDLER CITY HALL
The meeting was called to order by Mayor Joye Rains at 7:00 P.M.
Pledge to the Flag and the Invocation were led by the Mayor.
Shirley Parmer, city secretary, called the roll and announced a quorum was present.
Also in attendance was City Administrator Jim Moffeit.
There were no agenda changes.
City Council members Ann Hall, Marshall Crawford, Barbara Reeves and Gene Giger were present. Don Daniell was absent.
Visitors Forum
At this time, any person (limited to the first five to sign up, each will be allowed three minutes) with business before the council not scheduled on the agenda may speak to the council.
No formal action may be taken on these items.
We had two visitors in attendance.
Janeice Lunsford spoke, thanking councilman Giger for the article in the Statesman concerning the last council meeting.
Regular Session
Subjects to be discussed or upon which any formal action may be taken are as follows:
•Consider and act on request from Keep Chandler Beautiful to place a flower bed under the city message board.
Officials discussed how this will add to the appearance of the message board and City Hall in general.
KCB will do this work at its expense, as it has done in many places in the city. Thank you, KCB.
Motion to approve by Ann Hall, seconded by Barbara Reeves, vote was unanimous.
•Consider and act on an order for the City of Chandler general election, set for May 8.
Motion to approve by Reeves, seconded by Marshall Crawford, vote was unanimous.
•Consider and act upon designating City Hall as the early voting polling place and the Chandler Community Center as the election day polling place.
Motion to approve by Giger, seconded by Hall, vote was unanimous.
•Consider and act upon choosing two weekdays to be open for 12 hours during the regular early voting period.
Parmer recommended May 3-4. The last day of early voting is May 4. The hours to vote these two days are 7 a.m. to 7 p.m.
Motion to approve by Crawford, seconded by Reeves, vote was unanimous.
•Consider and act upon leasing eSlate R 3.1.3 Direct Recording Election Voting Systems (DREs) from Henderson County to comply with the HAVA law. These are the electronic voting machines.
Motion to approve by Hall, seconded by Reeves, vote was unanimous.
•Consider and act upon appointing presiding and alternate presiding election judges for the May 8 general election.
In the dissection it was recommended that Rick Ford be appointed to presiding election judge and Nelda Horton as alternate presiding election judge.
Both of these people have agreed to accept the positions.
Motion to approve Reeves, seconded by Crawford, vote was unanimous.
•Consider and act upon hourly wage to pay election workers.
The hourly wage has been $8 an hour for several years. Hall recommended and made a motion to increase this to $8.50 an hour, motion seconded by Giger, vote was unanimous.
•Ron Reeves to present the “Police Contact Data Annual Report” to the City Council as required by law.
Chief Reeves was attending another meeting. The council members had been provided a copy of this report.
Below is an excerpt of the report:
“Since January 1, 2002, the Chandler Police Department in accordance with the Texas Racial Profiling Law (S.B.No. 1074) has been collecting police contact data for the purpose of identifying and responding (if necessary) to concerns regarding racial profiling practices.
“It is my hope that the findings provided in this report will serve as evidence that the Chandler Police Department continues to strive towards the goal of maintaining strong relations with the community.”
The conclusion of the report shows the Chandler Police Department is in compliance with all federal profiling laws.
Consent Agenda
All matters listed under “Consent Agenda” are considered to be routine by the City Council and will be enacted by one motion.
If discussion is desired, that item will be removed from the consent agenda and will be considered separately.
Consider approving: Minutes as written for regular council meeting of Jan. 12, 2010; January financial reports; January police report.
Motion to approve by Hall, Seconded by Crawford, vote was unanimous.
Meeting was adjourned at 7:15 pm.
We had a short but productive meeting. All members of the council came to the meeting well prepared, and the agenda was well prepared.
This means much can be accomplished in a short time. Take some time out and come to a council meeting and meet your representatives.
The meeting starts at 7 pm on the second Tuesday of every month. Most council members are there early and you can communicate any concerns you may have and say “thanks” for the things you like directly to city officials.
